     21世纪以来,以中国为代表的发展中国家城镇化与汽车化高速发展,城市与部分区域人口急剧增长,用地过度扩张,导致交通需求持续膨胀,交通拥堵、交通污染、交通安全问题日益严峻,交通系统内部以及交通与社会、经济、环境的各种矛盾日益突出,发展越来越明显地受到土地资源、交通能力及能源和环境容量等制约。

     高度重视交通系统与产业、土地、环境的关系,并根据地方特色、土地、环境条件发展适宜产业,构建较小资源投入、较小环境代价、可持续的交通系统,是满足当前发展中国家急剧增长的土地、交通与环保需求,同时也是实现城市与区域可持续发展的不二之路。土地利用-交通整体规划是构建这一交通系统的关键,土地-交通整体规划模型(ILUTMs)是实现城市与区域整体协同规划的有效工具,发达国家应用已较为普遍,中国部分城市(北京、上海、广州与武汉等)与区域(京津冀、雄安新区、港珠澳大湾区等)也已开始了这方面的探索和实践。毫无疑问,随着中国愈来愈高度重视可持续发展的问题,土地利用-交通整体规划与土地-交通整体规划模型(ILUTMs)的理论及其技术方法将在中国将获得极为广泛的应用。

         本届会议以“整体规划与协同发展”为主题,分享中外一体化规划、ILUTMs前沿学术成果和成功实践经验,探讨整体规划、ILUTMs适合中国国情的本土化之路,提升交通规划和评估的水平,促进研究成果和技术经验的交流。

     三、议题

         (1)分会场一议题:经济发展、产业结构与产业空间关系

         城市与区域经济发展方向;城市与区域产业结构与产业要素(自然资源、劳动力、资金、土地)适宜性;城市与区域与外界经济联系及进出口;产业空间生态关系分析;城市与区域产业发展与土地-交通先导条件;产业发展对土地开发及交通系统的刺激机理。

         (2)分会场二议题:土地利用、综合交通系统(地面公交、轨道交通、道路网络、交通枢纽、慢行系统、静态交通)与环境耦合规划理论与方法

         交通供给对土地利用开发的激励机理;土地利用形态与交通需求;基于TOD理念的城市空间开发;城市综合交通系统与土地利用形态及环境耦合作用机理;土地利用与综合交通系统(地面公交、轨道交通、道路网络、交通枢纽、慢行系统、静态交通)耦合机理表征方法。

         (3)分会场三议题:产业-土地-交通-环境整体规划模型(ILUTMs)

         城市与区域整体规划模型的建模理论与方法;大数据在整体规划模型中的应用;“高保真”整体规划模型构建;整体规划模型子模块(人口经济发展预测、社会经济活动空间选址及土地与空间开发预测等)构建理论方法;土地利用与交通互动关系与机理数学建模。

         (4)分会场四议题:产业-土地-交通-环境一体化规划决策机制与制度

         城市与区域复杂巨系统动力学表征;产业布局与土地利用、交通与环境一体化决策制度构建;产业、与土地空间开发与交通环境影响评价;城市与区域一体化规划决策机制与方法。

         (5)分会场五议题:土地-交通整体规划的中国实践(京津冀、雄安新区、港珠澳大湾区及北京、上海、广州等地案例分享)

         (6)海南建设与土地-交通整体规划圆桌讨论

         所有被接受的论文将在本次会议论文集中发表并将在EI检索收录。选定的论文将在进一步修订后推荐给国际交通规划领域SCI/SSCI期刊发表,如Journal of Transport and Land-Use, Transportation Research: Part A, D, Journal of Transportation Engineering, Canadian Journal of Civil Engineering。论文必须用英文书写,并遵循会议网页上提供的 IEEE国际组织的论文模板(论文模板可以在下面网站下载:https://www.ieee.org/content/dam/ieee-org/ieee/web/org/conferences/Conference-template-A4.doc)。纸张长度不得超过 6 页。所有论文提交将通过会议网页上的在线提交系统以电子方式处理。

Integrated Urban and Regional Economy, Land-Use, Transport and Environment Planning and Coordinated Development

I. Conference Background and Scope

Since the 21th century, the rapid development of urbanization and mobilization in developing countries, the rapid growth of population in cities and regions, dramatic expansion of urban land use, have resulted in a series of issues at urban and regional scales, including continuously increasing traffic demand, traffic congestion, pollution from combustion-engine automobiles, and ever severe traffic safety; the conflicts within the transportation system itself and those between transportation system and economy, land-use and environment are becoming intense; urban and regional development are increasingly constrained by land resource, capacity of transportation system and energy, and environmental constraints.

A close and timely examination onto the relationship between urban and regional transportation systems and economy, land-use and environment should be prioritized and carried out, and industries that are suited to local economic, land-use and environmental conditions should be encouraged and developed; a transportation system, which is featured with less resource invested, less environmental costs, and much more sustainable, should be planned and developed. The above measures are the only way to meet the rapidly growing demand to land-use, transport and environment of cities and regions, and to a sustainable urban and regional development in developing countries.

Integrated economy, land-use, transport and environment planning is crucial to develop such a sustained system. The practice has proved that integrated land-use transport modeling (ILUTM) is an effective tool to materialize a coordinated urban and regional planning and development. Integrated models have been widely used in developed countries with sound theories and rich practical experiences while Chinese cities (such as Beijing, Shanghai, Guangzhou and Wuhan, etc.) and regions (such as the Yangtze River Economic Belt, Beijing-Tianjin-Hebei Urban Agglomeration, Guangdong-Hong Kong-Macao Greater Bay Area and Urban Agglomeration of Yangtze River Delta) also have started to explore and practice such tools in this regard. Undoubtedly, the theories and methodologies of ILUTMs will be widely applied to support the developments in China as she begins to give the urban and regional sustainable development the highest priority.

This Fifth ILUTM Conference is targeted to orchestrating the following theme: “Integrated Urban and Regional Economy, Land-Use, Transport and Environment Planning and Coordinated Development”, sharing the academic achievements and practical experiences of domestic and foreign cities in integrated planning and ILUTMs, discussing the best-fit ways of implementing integrated urban and regional planning and the ILUTMs in China, in order to improve urban and regional transportation planning/assessment process and promote the exchange of research results and technical experiences in this particular area.

II. Conference Sessions

Session One: Relationship between Urban and Regional Economic Development, Economy Structure and Spatial Interactions of Socioeconomic Activities:

  –          Forecasting and analysis of the trend of urban and regional economic development;

  –          Correlation between urban and regional industrial structure and resources for production (natural resources, labor, capital and land);

  –          Economic interactions with the outside world and import and export modeling;

  –          Analysis of the ecological relationship among industries and their location preference;

  –          Urban and regional industrial development and its land-use and transportation requirements;

  –          Stimulating effects of economy development on land-use and transportation system.

Session Two: Theories and Methods for Integrated Urban/Regional Land Use, Multimodal Transportation (ground transit, subways, roads, slow-moving modes) and Environment Planning:

 –          Incentive effects of transport supply to land use;

 –          Land use pattern and transport demand;

 –          Transit-oriented space development;

 –          Linkage between multimodal transportation system, land use pattern and environmental quality;

 –          Modeling representation of linkage between land use and multimodal transportation system.

Session There: Integrated Urban and Regional Land-use and Transportation Models (ILUTMs):

 –          Modeling theories and methods of ILUTMs;

 –          Applications of Big Data in ILUTMs;

 –          Development of high-fidelity ILTUMs;

 –          Theoretical and methodological advancements in sub-modules of ILUTMs, including Economic and Demographic Forecasting, Activity Allocation, Space Development etc.;

 –          Mathematical modeling of interactions and feedbacks between land use and transportation system.

Session Four: Decision-making Process and Administration Structure of Urban and Regional Integrated Economy, Land-use, Transportation and Environment Planning:

 –           Representation of complex urban and regional systems with System Dynamics (SD);

 –           Spatial allocation of socioeconomic activities and land use;

 –           Development of integrated decision-making process for location of economic activities, land use, transportation and environment;

 –           Evaluation of the environmental impact of industry, land-use and transportation system;

 –           Administration and decision-making process of integrated urban and regional planning.
